    Passports are often made in countries other than the one the applicant is a resident of. This doesn't cause any problems. Airport officials understand this and don't care about the issuing country and whether there is an entry stamp on the passport or not.

    Just have the passport delivered to the person and then he can travel on it without any problem. (The boy can show his birth certificate / Indian identity card to show he is legal in India.) If in doubt, ask concerned authority in India.

    Alternately, he can make an Indian passport, exit on the Indian passport, and enter Bahrain on the Bahraini passport.
